Lesson 5 of 8 · 9 min
Know the Bali market: areas, buyers and prices
Describe Bali's main areas, who buys there and why, typical price ranges, and how off-plan, resale and rental demand differ in 2026.
Bali is small, but its property markets are very different from one area to the next. A buyer who wants a surf villa in Bingin is not the buyer who wants a yoga retreat in Penestanan. This lesson gives you the map in your head.
Who comes to Bali
Bali received 6.95 million international arrivals in 2025, up about 10% (Horwath HTL). In the first half of 2026, BPS data put Australia far ahead with about 802,800 visits, followed by China (about 285,000) and India (about 278,000). The UK led Europe with about 138,200, ahead of Russia (about 109,600) and France (about 105,500) (Databoks).
Visitors are not all buyers, but they are your pipeline. Many buyers first came on holiday, then returned for longer stays. Indonesian buyers, often from Jakarta, are the other big group, and they can hold freehold title. Bank Indonesia held its rate at 5.75% in July 2026 after 100 basis points of hikes that year (IDN Financials), so many domestic buyers pay cash or need a smaller budget.
The four main areas
| Area | What it is | Indicative prices (2026) |
|---|---|---|
| Canggu, Berawa, Pererenan | Busiest villa and digital nomad hub | Leasehold villas about USD 200,000 to 600,000 (Rumavi) |
| Seminyak, Petitenget, Kerobokan | Established upscale beach district | Leasehold villas about USD 300,000 off the beach to USD 2 million in Petitenget (Rumavi) |
| Ubud and Sayan | Culture, wellness, long stays | About USD 100,000 for small villas to USD 2 million on the Ayung River (Rumavi) |
| Uluwatu and the Bukit | Cliffs, surf and luxury | Cliff-front land IDR 350 million to over IDR 1 billion per are (NusaBali) |
Canggu is the main market for leasehold villas sold to foreigners. Canggu and Berawa hold about 40% of Bali’s branded residence supply (Horwath HTL). Prime leasehold land in Berawa, Batu Bolong and Pererenan costs about IDR 40 to 50 million per are per year (Bali Villa Realty). Watch traffic, flooding and oversupply. See Canggu.
Seminyak has little new land, so most deals are resales or redevelopments. It draws older, wealthier repeat holidaymakers. Petitenget has the strongest nightly demand. See Seminyak.
Ubud suits wellness travellers, retirees and remote workers who stay for weeks. A 3-bedroom villa in Sayan can earn about USD 400 to 700 a night (Rumavi). The constraint is zoning: much land is green belt or protected rice field. See Ubud.
The Bukit is the fastest-rising luxury area. Jimbaran and Uluwatu had Bali’s highest hotel average daily rate in 2025, about IDR 4.8 million, and Nusa Dua the highest occupancy, 79.2% (Horwath HTL). Water supply and access roads are the practical risks. See Uluwatu and the Bukit.
What foreigners can buy
Foreigners cannot hold freehold (Hak Milik). They use:
- Leasehold (Hak Sewa): the common route, usually 25 to 30 years with an extension.
- Hak Pakai (right of use) on one house or an apartment, with minimum prices in Bali of IDR 5 billion for a landed house and IDR 2 billion for an apartment (Hukumonline, Kepmen ATR/BPN 1241/2022).
- A PT PMA holding HGB, for a genuine business.
Lesson 6 shows how each deal works on paper.
Off-plan, resale and rentals
Off-plan. Most off-plan villas are leaseholds sold by small developers, often in Canggu’s outer edges, Ungasan and around Ubud. Off-plan inland 2-bedroom villas on the Bukit start around USD 179,000 (Rumavi). The risks are build quality, delays, zoning and the lease clock running during construction.
Resale. Strongest in Seminyak and central Canggu. Resale buyers can see the villa, its permits and its real booking history, which makes your job easier if the paperwork is clean.
Rentals. This is where buyers’ dreams meet data. In June 2026, star hotels in Bali had 64.87% occupancy, the best province in Indonesia (Bisnis.com), and AirDNA’s 12-month average for Bali listings is about 57%, with 48,162 active listings. On monthly leases, the island median asking rent for a two-bedroom villa was about USD 2,044, with Pererenan highest at about USD 2,414 (The Jakarta Post, sponsored content using Bali Villa Hub data).
So when a developer promises 85% occupancy all year, you have the numbers to answer calmly.
What is changing
- Farmland and zoning. Emerhub reported in March 2026 that Bali’s Regional Regulation 4/2026 makes the conversion of protected rice fields a criminal offence, with enforcement focused on Tabanan and Gianyar. Plots on green zones are a red flag.
- Licensed rentals only. Unlicensed villas are being pushed off booking platforms (lesson 4).
- Flat arrivals, more supply. Buyers now pay for location, design and clean licences, not just “a villa in Bali”.
Explore each area on the Bali page and practise with the Bali areas and investment exercises. Prices here come from listing data and market reports, not an official index, so check the latest figures before you quote them.
