Getting registered with GOEIC, step by step

Follow the GOEIC path from the 12-hour course to your registry card, choose your category A to D and know the costs, renewal and penalties.

Egypt now has a compulsory register for property brokers. It is kept by the General Organization for Export and Import Control (GOEIC), under the Ministry of Investment and Foreign Trade. Ministerial Decision 578 of 2025 set the broker types and categories. It was published in the Official Gazette on 17 January 2026 and took effect the next day. People already working had a grace period that ended on 25 July 2026. Today, you need the registration before you practise.

The steps

  1. Check your eligibility. Individuals must be Egyptian (see lesson 2). Companies need Egyptian owners or a special approval for foreign founders.
  2. Set up your commercial register and tax card. Brokerage, marketing or real estate intermediation must appear as your activity. GOEIC’s checklist asks for the Tax Authority document showing activity code 6820, and a register extract valid for at least 90 more days.
  3. Choose your type. Decision 578 defines four types: seller, buyer, dual (both sides under a dual contract) and rental broker. One registration can cover several types.
  4. Choose your category. It depends on the value of the deals you plan to broker (table below). Pick it from the deals you aim for, not only the ones you have today.
  5. Take the GOEIC course. The “Real Estate Brokerage Practice” course runs over 3 days, 12 training hours, online or in person. The fee is EGP 1,500, not refunded once paid. You must attend at least 80% of the hours and pass a final assessment to get the certificate. To postpone, write to the centre at least 15 days before the start.
  6. Book an appointment. Use GOEIC’s online booking (goeic.gov.eg/reserv-online) or call the hotline 19591.
  7. File your documents and pay. Bring the signed application, your register extract, tax card, latest tax return if any, the original training certificate, national ID or passport, and a brokerage contract with a certified date. Pay the fees and the EGP 1,000 insurance deposit. GOEIC does not publish the registration fee amounts online: they are set at the counter.
  8. Collect your registry card. Cards are issued at GOEIC branches including Maarouf (Cairo), 6th of October and Alexandria.

Categories and minimum capital

CategoryDeals you brokerMinimum capital

BOver EGP 50 millionEGP 500,000
COver EGP 10 millionEGP 50,000
DUp to EGP 10 millionEGP 20,000

Capital can be held in Egyptian pounds or in foreign currency at the Central Bank of Egypt rate on the application date. If your agency later wants deals above its band, it must move up and raise its capital.

What the course covers

The programme includes brokerage law and ethics, registry conditions, broker duties and penalties, drafting brokerage contracts, anti-money laundering and customer due diligence, new cities, reading maps and plans, area calculations, and sales, negotiation and CRM basics. In July 2026, Property Finder Egypt signed a protocol with GOEIC to help deliver training and qualification for brokers.

Who needs the certificate? It can be in the name of the owner, the authorised manager or an insured employee of the firm. If an employee holds it, the firm adds a company letter and a social insurance letter.

Renewal and changes

  • Registration lasts five years.
  • If you renew in the 90 days after expiry, the fees double. After that, you are struck off.
  • Report any change in your data within 30 days.
  • Without a permanent registry entry, you cannot renew or amend a commercial register that lists brokerage. Since the July 2026 deadline, GOEIC no longer issues the temporary “no objection” letter.

The penalties

Practising without registration can bring up to two years in prison, a fine of EGP 50,000 to 1,000,000, or both. A court can also ban you from the activity and close your office for up to two years. Lesson 4 covers the smaller fines for paperwork breaches.

How long does it take?

The course itself is three days. The rest depends on your commercial register, the appointment slot and how complete your file is. GOEIC does not publish a standard processing time, so plan for some weeks and keep copies of everything.

GOEIC updates its pages often, and some fees are only given at the counter. Check the official source before you act, and call 19591 before you pay anything. CloserPass is not affiliated with GOEIC.
