Know the Portuguese market: cities, coasts, islands and buyers

Describe the main Portuguese markets for agents, recent prices, who buys and why, and the rule changes on golden visas, NHR, IFICI and Alojamento Local.

Portugal is not one market. A flat in Lisbon’s Avenidas Novas, a villa near Quinta do Lago and a new apartment in Funchal attract different buyers, at different prices, for different reasons. Knowing these differences is what makes clients trust you.

The big picture

INE, the national statistics institute, counted 160,467 home sales in the 12 months to March 2026, at a national median of €2,168 per sqm, up 17.5% in a year. Its house price index was still rising 16.5% a year in Q2 2026 (ComparaJá, September 2026). Asking prices are higher: idealista put Portugal at €3,228 per sqm in September 2026.

INE median prices for the 12 months to March 2026:

AreaMedian price per sqmNote
Lisbon (city)€5,082+15.2% in a year
Cascais€4,687€5,000 in Q1 2026 alone
Porto (city)€3,510+16.7% in a year
Algarve region€3,240Loulé at €4,091
Madeira region€2,578Funchal at €3,601 in Q1 2026, +23%
Portugal€2,168

Always say whether you quote sold prices (INE) or asking prices (portals). Clients notice.

Who buys

INE data reported by ECO show foreigners made 27.6% of family home purchases in 2025, and Banco de Portugal’s Financial Stability Report put it at 28%. The leading nationalities were Brazil (9,808 purchases), Angola (4,145) and France (3,765). Most foreign buyers already live in Portugal: 34,838 had tax residence there, against 6,248 non-residents, a number that fell 14.1%.

Foreign buyers pay more. ECO gives average prices of about €512,600 for UK buyers and €479,400 for US buyers in 2025, against €234,100 for buyers resident in Portugal. In Lisbon, INE put the median for buyers with a foreign tax address at €6,325 per sqm, against €5,000 for national buyers.

Lisbon and Porto

Lisbon is the most expensive city, with the deepest pool of international buyers, remote workers and investors. Cascais and Oeiras, west of the city, are family and prime markets. Porto is cheaper and growing fast, with INE showing foreign buyers paying about 17% more than nationals in the Porto metropolitan area in Q1 2026.

Algarve

The Algarve is a lifestyle and second-home coast. idealista’s September 2026 asking price for the region was €4,216 per sqm. In the prime “Golden Triangle” around Quinta do Lago and Vale do Lobo, Engel & Völkers reported in July 2026 that about 80% of its buyers were foreign, led by UK and Irish buyers, then German, Belgian and Dutch buyers. In Vilamoura, foreign buyers were about 75%. These are one agency’s figures, not official statistics.

Madeira

Madeira’s asking price reached €3,767 per sqm in September 2026 (idealista). idealista’s 2025 market report, covered by DNOTICIAS.PT, found that foreigners made 32.4% of sale searches in Funchal, the highest of any district capital. That is demand, not completed purchases.

Rule changes every agent must know

Golden visa. Law 56/2023 of 6 October 2023 stopped new residence by investment applications based on real estate: buying property, capital transfers linked to it, and real estate funds (PwC). Permits already granted can still be renewed. Bright!Tax lists the main routes left in 2026, such as €500,000 in a qualifying fund that is not a real estate fund. Do not sell homes as a visa.

From NHR to IFICI. Newcomers now ask about IFICI, introduced in early 2024 (PLMJ). People who already used the old non-habitual resident regime (NHR) cannot claim it. We did not confirm on an official page how NHR closed to new entrants, so send transitional cases to a tax adviser. IFICI taxes eligible income at 20% for 10 years, for people who were not tax resident in the previous five years (Finanças leaflet, March 2025). It targets research, innovation and highly qualified jobs. PLMJ notes that real estate activity is not among the eligible sectors, so most agents will not qualify, though some of your buyers might.

Alojamento Local (holiday lets). Decree-law 76/2024 lifted the national freeze on new registrations, gave town halls more power, and revoked the extra AL contribution (Turismo de Portugal). Each city now sets its own limits. In Lisbon, a regulation in force since 6 December 2025 bans new registrations in parishes where AL reaches 10% of homes, such as Santa Maria Maior and Misericórdia, and requires council approval between 5% and 10% (GuestReady). Always check the address before an investor buys for holiday letting.

Non-resident buyers pay more IMT. Since late May 2026, under Decree-law 97/2026, buyers of homes who are not tax resident in Portugal pay a flat 7.5% transfer tax, with no brackets (Financial Options, ECO). There are refunds if the buyer becomes resident within two years, or rents at a moderate rent under the conditions in lesson 6.

Off-plan and new builds

The same decree-law cut VAT on building homes to 6% for projects started between 25 September 2025 and the end of 2029, for homes sold up to €660,982 as a permanent home or rented up to €2,300 a month (ECO). A buyer who does not move in within six months faces a 10% IMT surcharge. Check whether a new build used the reduced rate before you advise an investor.

How to learn your patch

  1. Pick one area and learn its streets, schools, transport and new projects.
  2. Track INE, idealista and Banco de Portugal figures, and always name your source.
  3. Learn the top buyer nationalities and their languages.
  4. Ask every developer which VAT rate and which licence applies to its project.

Prices and rules move fast, so check the official source before you act. See the markets page for what CloserPass covers.
