Getting your FAL licence step by step
Follow the official path to a REGA FAL licence since 1 September 2026, from the three remote courses and the exam to the application and renewal.
The licence path changed on 1 September 2026. REGA reorganised broker training into levels, and the first one, the foundational level, is now required for anyone applying for a brokerage and marketing licence for the first time. Here is the path, one step at a time.
Before you start
- You must meet REGA’s conditions: at least 18, a clean record, the qualification programme completed and the fee paid.
- Brokerage and marketing jobs are reserved for Saudi nationals (lesson 2).
- You log in to government platforms with Nafath, the national digital identity app. Set it up first.
The steps
- Register for the foundational level. The training is offered by the Saudi Real Estate Institute as part of REGA’s new Real Estate Brokerage Levels Program. It is fully remote, and you can take each programme at your own pace.
- Complete the three mandatory programmes:
- Real estate brokerage
- Real estate marketing, which now includes e-marketing
- Combating fraud and money laundering in the real estate sector, a new requirement
- Plan your time. The three programmes take 8 training days in total, down from 10 under the old track. Each programme gives its own certificate, valid for one year from the date it is issued. Do not wait too long before the exam.
- Sit the exam in person. The comprehensive exam is prepared by the Saudi Real Estate Institute and held at National Center for Assessment test centres across the Kingdom. REGA moved to in-person testing to check identities and stop irregularities seen in remote exams. The minimum pass mark is 70%.
- Apply for your FAL licence. Log in to REGA’s FAL platform with Nafath and apply for the brokerage and marketing licence, as an individual or through your establishment.
- Pay the fee. REGA confirms that a fee applies to the brokerage licence and that marketing and advertising licences are free. REGA’s English pages do not show the amount. A 2026 guide by Raghdan reports SAR 300 a year for individuals and SAR 1,000 a year for establishments. Okaz reported that the new track did not raise fees and that total training and exam costs are slightly lower. Check the amount on the platform before you pay.
- Get your licence and start using it. From now on, your licence number goes on every advert and every brokerage contract you deposit on the platform.
Optional extras
The old track included more modules. Under the new system, the Ejar platform programme and the financial solvency assessment are optional and no longer licence requirements. Amlak counts five courses in total: three mandatory and two optional.
REGA and the Institute of Public Administration also launched a Diploma in Real Estate Regulations and Legislation. It is optional and not needed to issue or renew a licence, but it can help your career later (lesson 8).
If you join an establishment
A company needs its own establishment FAL licence. REGA asks for a valid commercial registration that includes real estate brokerage, and the manager in charge must complete the qualification programme. The firm’s staff must be registered on REGA’s platform before they work. Ask your employer to show you that you are listed under its licence.
Validity and renewal
Under Article 7 of the implementing regulations, a licence is valid for one year and can be extended for up to five years. You file the renewal request within the 60 days before it expires and pay the renewal fee.
If you already held a valid licence before 1 September 2026, REGA says you face no new requirements when you renew. You simply pay the fee under the existing mechanism. Amlak’s 20 July report on the levels programme mentioned renewal too, but REGA’s later statement to Okaz and Amlak on 28 July is clear that current brokers are not affected.
Regions
There is one national licence, issued by REGA, and the same path applies in Riyadh, Jeddah, Dammam and everywhere else. What changes by city are some market rules, such as the Riyadh rent freeze (lesson 4) and the foreign ownership zones (lesson 5).
