The market in Porto
Porto prices rose 21.6% in a year to EUR 3,729 per sqm in Q1 2026 (INE), while Gaia, at about EUR 2,700, handled more sales than Porto itself.
Porto, Portugal's second city, and Vila Nova de Gaia across the Douro form the core of the Porto metropolitan area, a market driven by tourism, universities, a growing tech scene and buyers priced out of Lisbon. INE put Porto at EUR 3,729 per sqm in Q1 2026, up 21.6% in a year, and EUR 3,510 over the twelve months to March 2026, while Gaia reached EUR 2,703 in Q1 2026 (+19.0%). Gaia is also the more active market, with 5,297 transactions in the twelve months to March 2026 against 4,453 in Porto. Asking prices in Porto city were EUR 4,346 per sqm in September 2026, up 9.0% in a year (idealista). Porto's AL regulation (Regulation 1462/2024) bars new holiday lets, with few exceptions, in five historic centre parishes.
- Foreign buyers
- Foreign demand in Porto is smaller than in Lisbon or the Algarve but pays more: in the twelve months to March 2026, buyers with a tax address abroad paid a median of EUR 4,320 per sqm in Porto against EUR 3,474 for domestic buyers, and across the metropolitan area the gap was 16.9% in Q1 2026 (INE). Engel & Völkers' Market Report Portugal 2025-2026 puts foreign buyers at about 27% of purchases in Porto, led by Americans, French and Spanish, and about 33% in Vila Nova de Gaia, led by Americans, British and French (reported by Postal, July 2026).

- Agent licence
- Real estate mediation can only be carried out in Portugal by a licensed mediation firm and under a contract (Law 15/2013, Article 3). Any provider established in Portugal, whether a company or an individual trading in their own name (empresário em nome individual), needs a licence from IMPIC, the licence number known as AMI. The law sets only two conditions: commercial good standing (idoneidade comercial) and civil liability insurance of at least EUR 150,000, or an equivalent financial guarantee. Good standing is lost, for example, after insolvency without a court-approved plan, or when a legal representative has a final prison sentence from the last five years for fraud, breach of trust, corruption or money laundering. When Law 15/2013 replaced the older regime it dropped the positive equity requirement and the proof of clean tax and social security status. IMPIC's fees are EUR 100 for the licence and EUR 265 for the annual regulation fee (prorated in the first year), and it must decide within 20 days, with tacit approval if it does not. Licences have no expiry date, but every January the holder must pay the annual fee and prove again that it meets the requirements (criminal record certificate for each legal representative, valid insurance and, for companies, the commercial registry code); for 2026 the payment deadline was 20 February 2026, and failing to pay or to prove the requirements leads to cancellation. Firms already licensed in another EEA country can register with IMPIC to set up in Portugal, or notify IMPIC within 60 days of a first occasional service. The full guide

- Foz do Douro, Nevogilde and AldoarPorto's seaside and upmarket residential west, where the river meets the Atlantic; INE gave the parish union a median of about EUR 4,252 per sqm over the twelve months to March 2026 (+10.8%), the highest in the city. Outside the AL containment area, so new holiday lets remain possible within each parish's quota.
- Historic centre and CedofeitaThe central parish union (Cedofeita, Santo Ildefonso, Sé, Miragaia, São Nicolau and Vitória) averaged about EUR 3,982 per sqm (+23.4%) over the twelve months to March 2026 (INE). Demand from buyers and tenants is strong, but five of these parishes are AL containment areas with a zero quota for new registrations, so the play is long-term or mid-term letting and renovation.
- Bonfim and CampanhãThe eastern side of the city, cheaper than the centre and the west: INE medians were about EUR 3,293 per sqm in Bonfim (+9.8%) and EUR 2,695 in Campanhã (-7.4%) over the twelve months to March 2026. Both are outside the AL containment areas.
- Vila Nova de GaiaAcross the river from the Ribeira, with the port wine lodges, a riverfront and beaches to the south; INE put Gaia at about EUR 2,583 per sqm over the twelve months to March 2026, well below Porto, with buyers from abroad paying a median of EUR 3,084. It recorded more sales than Porto itself in that period.
