Real estate careers in Tbilisi

Jobs, districts, where to invest, agencies and training for agents in Tbilisi, Georgia. The country has no licence for real estate agents, but since 1 March 2026 foreigners need a work permit to work as agents, employed or self-employed.

The market in Tbilisi

42,388 apartments were sold in Tbilisi in 2025, up 4.3%, and July 2026 sales rose 22% on a year earlier (Galt & Taggart; TBC Capital).

Tbilisi, the capital of Georgia, is the country's largest market and mostly a local one. 42,388 apartments were sold in 2025, up 4.3%: 20,961 new builds and 21,427 resales (Galt & Taggart, January 2026). New apartments in white frame cost $1,373 per sqm on average in December 2025, up 4%, and rent averaged $9.8 per sqm a month, for a rental yield of about 8.6%. The market sped up in 2026: 4,409 apartments sold in July, up 22% on a year earlier, and the average price from January to July was $1,348 per sqm, up 4% (SOVA, September 2026, citing TBC Capital). Developers sell much of the new stock off-plan with instalment plans.

Foreign buyers
Tbilisi buyers are mostly local: Colliers puts Georgian buyers at about 90%, Israelis at 4% and Russians at 2% (Commersant, December 2025). Foreigners buy apartments on the same terms as Georgians, with no transfer tax, and most deals are priced and settled in USD (GeorgiaExpats, February 2026). Since 1 March 2026, a property worth at least 150,000 USD can support a residence permit.
Agent licence
No licence is needed. Georgia has no state licence, exam or register for real estate agents (TbilisiExperts, July 2026), and no 2024 to 2026 law or draft law on agents was found. Agents are not covered by the anti-money laundering law either, which MONEYVAL called a moderate shortcoming in December 2024. Credibility comes from GNARE, which says it is the only Georgian partner of the US National Association of REALTORS and the only body allowed to use the REALTOR trademark in Georgia. It runs a voluntary agent certification course accredited by CEPI, at 750 GEL for members and 900 GEL for others, and publishes a list of certified agents (GNARE, October 2026). An agency is an ordinary registered business: an individual entrepreneur (IE) or a limited liability company (LLC), registered at a House of Justice or the Public Registry, which assigns a tax ID automatically. Where to invest in Tbilisi

Where the market is moving, with the facts behind it. Not investment advice: check each property and its figures before you advise a client.

  1. Vake and Mtatsminda, the prime districtsThe most expensive new builds in the city: $2,781 per sqm in Vake and $3,294 in Mtatsminda in December 2025, against a city average of $1,373 (Galt & Taggart; the Mtatsminda figure rests on a small sample). Buyers here pay for location, so pricing and the developer's track record matter more than discounts.
  2. Saburtalo and Krtsanisi, the middle of the marketNew builds at about $1,613 per sqm in Saburtalo and $1,575 in Krtsanisi (Galt & Taggart, December 2025): central enough for tenants, cheaper than Vake.
  3. Outer districts for entry budgetsDidi Dighomi ($1,076 per sqm), Samgori ($1,065) and Gldani ($1,038) are the cheapest new-build districts (Galt & Taggart, December 2025). Lower prices support the city's average rental yield of about 8.6%, but check transport and the developer before you advise a client.
  4. Off-plan with developer instalment plansPrimary sales rose 5.2% in 2025, to 20,961 apartments (Galt & Taggart). Plans of 2 to 3 years with down payments as low as 0% are not regulated and there is no escrow law (SOVA, October 2026), so check the permit, the developer and a Public Registry extract first.
